We thought of giving you clear answer to the questions you might have had when you have heard about the gift permit scheme for the first time. We selected following questioners from the inquiries we got from Sri Lankan who have already contacted us for their gift cars.

1. What is this BLUE PERMIT ?
This is a license to import a motor vehicle to Sri Lanka using exchange earned abroad under the imports and exports ( Control) act no.1 of 1969.
“ GIFT A VEHICLE TO A BLOOD RELATIONS ”
2. Who can use this facility ?
All Sri Lankan citizen gone abroad for employments on valid visa are entitled to donate vehicles to their blood relations. Application to import vehicles under this scheme should be sent only when the donors are working abroad. They can not donate vehicles after coming back to Sri lanka.
3. What is the minimum period of stay in abroad to gift a vehicle?
One Year, ( Photocopy of valid visa ( with English translation) proving that he/she has gone abroad for employment and completed one year in that country.
4. Who will be considered as a blood relation ?
Husband/Wife, farther/Mother, Brother/Sister, Son/ Daughter.
5. Can I gift a car to my cousin, uncle or aunt?
No, You will have to provide the birth certificate/ Marriage certificate to prove the blood relationship between you and the receiver at the time he/she submit the application.
6. Can I gift more than one vehicle to blood relations ?
Yes, but in every 5(five) years. The five years is counted from the date of the first gift
7. What are the vehicles I can gift to my blood relations?.
Motor cars ( petrol not exceeding 1800cc, Diesel not exceeding 2.300cc) and Jeep ( Not exceeding 3000cc Petrol or Diesel)Not older than 05years from the date of first registration
8. Can I apply to this permit through RAMADBK. LTD?
No. we can not process the documents to get you the permit (All Advice & information will be available at our Colombo office). Your family member ( receiver) has to hand over complete set of application forms by him/her self to the director of

9. What are the documents I have to send with the application?
Following documents must be attached to the application when handing over to the imports and exports controller.
I A copy of Birth/Marriage Certificate to prove relationship.
II Photo stat copies of donors passport pages showing Photograph ,Personal details,Validity period ( with a translation)
and data of departure from Sri lanka
III Photocopy of valid visa ( with English translation) proving that he/she has gone abroad for employment and completed one year in that
country.
IV Letter from employer indicating the date of appointment, post held and salary paid to the donor Fax number and e mail address of the employer should be indicated in the employer’s letter.
V Bank documents showing foreign earnings and remittance to Sri Lanka covering the period of employment abroad.
VI Registration Certificate/ Cancellation Registration (De-Registration) Certificate of the vehicle with its English translation( If the OCR is not in English )
VII Photograph of the vehicle.
Applicant must fill all cages of the application. Blank cages must not be left unattended
Genuineness of the documents submitted will be verified with relevant agencies and if forged documents are submitted those application will be back listed
10. From where can I get the permit application forms?
Please print the application from below.
Or collect from the Imports and exports office in Colombo, address given in above no ( 8 ) or may get it from the Embassy/High Commissioner, or Consulate General office of the Democratic Socialist republic of Sri Lanka in your residing country.

11. Can I buy and gift a car from your company even though I am living in another country?
Yes, you can order your car from our company and reserve it by sending 50,000 yen or 500 US$ by telegraphic transfer. We will send you the invoice of the vehicle with photo stat copy of the vehicle Original cancellation Registration Certificate with its English translation and the photos of the vehicles . You can send set of documents to Sri Lanka to your family member. The family member who is receiving the gift will have to apply for the permit him or herself to the controller of the imports and exports departments in Colombo.( If you submit the documents correctly, the permit will be issued with in a week)
12. After getting the permit, what is the next step?
Please fax the copy of the permit to our fax number 0081-45-402-0689(Japan) and arrange the full payments (CIF value of the vehicle) to our company account. We will ship the vehicle by permit holder’s name and will process the documents with in 5-7 days from the date of shipment. The original set of shipping documents will be sent to the permit holder by overseas courier service (OCS). After receiving the documents to Sri Lanka, he/she can clear the vehicle from Colombo port ( The shipping line will inform him/her the expected date of the vessel, which carries your vehicle, arriving to Colombo)
13. Does your company have any branch in Sri Lanka?
Yes, We do have our office and show room in Colombo, Sri Lanka. You can contact them for any clarification, Reservation of your vehicle, Advance payments, Balance payments, Clearing assistance, even ordering and buying your dreamed car directly from Colombo office.

14. I do not know how to clear my vehicle from Colombo port in Sri Lanka,
can your office in Sri Lanka clear my car on behalf of me ?
Yes, but the Permit holder possessing the documents should go to the customs by him/her self when the time of clearing the car. Also he or she has to get the assistance of a “Clearing Agent” ( a person authorized with special license ).Usually, we also clear our company vehicles through one of the clearing agents in Sri Lanka. If you need our assistance to clear your vehicle, we could assist you through one of the clearing agents whom we know in Sri Lanka.
15. What are the charges I will have to pay in Sri Lanka to clear the car from Sri lanka customs ?
i. The customs import duty - The customs import duty is entitle to any dutiable good including motor vehicles . Import duty will be different from each Make and model . The duty will be calculated to the agent valuation of each make and model .
ii. The gift tax –The gift tax is charged when the time of issuing the permit. But if there is any difference in the amount charged, the difference will have to be paid again when the time of clearing the car. This is also calculated on the base of agent valuation so, please note that the CIF value does not have any impact on the calculating duty in Sri Lanka .
iii. The permit fee- This is calculated on the age of the vehicle starting from 5 years old vehicle. Since your are gifting 5 years old vehicle, you will have to pay 5% of CIF value of the vehicle as a permit fee.( this CIF value is also calculated on agent valuation for your vehicle)
iii. The clearing agent fee- Clearing agent will charge his fee for clearing. (the average is 8,000-10,000 Rs)
16. What does the “Gift tax” Mean?
That is the extra tax, which you have to pay to Imports & Exports control department with regard to this import. This amount is 15% of the value for duty of the particular vehicle that you import. You pay this tax to the imports and exports controller at the time of issuing the permit.
17. Why this extra 15% tax on my gift vehicle ? Does this increase the cost of my vehicle?
No, even though you are paying this extra 15% tax , you have better benefit of this system because the price for 5 years old vehicle is really cheaper than three and half years old vehicle( Can be imported to Sri lanka with out a permit) in same make and model . The other thing is cars used in Japan are well maintained and the condition is Guaranteed. However we advice you to gift a car or jeep which is between 04 years and haft to 05 years old to get maximum benefit out of this system .
18. What are the special Conditions applied if any ?
** All vehicles should be right hand driven
** Licensee should present him/her self when the time of clearing the car.
** Vehicle should be registered in the name of the licensee and can not be transferred for three years
** Importation under this gift scheme is permitted once in five years only
